On the other hand, a ‘substantive rewrite’ will involve a deeper level of intervention. This may include reorganising content, rewriting sections for improved flow or even rethinking the overall argument or message. 

Deciding which approach you need depends on your goals and the state of your draft. If your content is mostly strong but needs fine-tuning, light edits may be all you require. However, if your piece feels disjointed or unclear, a substantive rewrite could be the way to go.
